Job Summary

Position requires incumbent to assist the Director with all matters relating to parking facilities, security and personnel. Incumbent will oversee activities and operations of the division in the absence of the Director. The incumbent must effectively assign/utilize resources and coordinate teams to ensure that duties are successfully completed in a timely manner. The incumbent=s responsibilities include but not limited to assisting with the day-to-day management of division operations and program requirements and providing general assistance, coordination, guidance, and recommendations on sensitive and/or confidential issues relating to the division. The incumbent must also develop and maintain general working knowledge of all aspects of the division, as well as a broad understanding of the Office of the Sergeant at Arms and all applicable legal requirements, House Rules, Committee and Sergeant at Arms policies.

Major Duties include:
- Assists the Director with overall safety and security of all parking facilities, including field visits to all assigned post of personnel.
- Trains and supervises Parking Security staff.
- Plans, assigns, schedules and evaluates the work of employees in the division.
- Approves requests for leave and maintains leave documentation.
- Interviews and recommends employees for the division.
- Answers questions from House offices and employees on parking related issues.
- Approves non-routine, temporary parking requests for House employees and visitors.
- Analyzes parking logistics and develops strategies for parking accommodations.
- Drafts language for policies and procedures for parking and department operations. Writes, reviews and edits office memoranda, correspondence and reports.
- Coordinates with the Architect of the Capitol and the Superintendent of the House Office Buildings on the maintenance of House garages, lots and street permit parking areas.
- Represents the division at meetings with House officials, United States Capitol Police and staff concerning parking related issues, including emergency planning and transportation.
- Responsible for researching and evaluating new technologies available to the division and coordinating their implementation.
- Models behavior for other Parking Security staff to follow.
- Performs other duties and security functions as assigned.

Requirements:

Work Experience & Education
- Position requires Bachelor=s degree and/or five years of Supervisory/Management experience.
- U.S. Capitol Police experience strongly preferred.
- Must be able to obtain a Secret security clearance.

Knowledge, Skills, & Abilities (KSA)
- Incumbent must possess leadership skills, ability to work well under pressure, exercise discretion and independent judgment in handling daily operations of the office.
- Must have superior writing skills and be able to draft policy and procedures, division correspondence, memoranda and other documents as required.
- Incumbent must provide excellent customer service, and have excellent organizational and computer skills.
- Incumbent must be able to work long hours and at night if necessary, and to maintain a professional and courteous work disposition.
- Must possess a valid driver’s license and be physically able to perform all duties.
- In addition to the above KSAs, incumbent must be skilled in project management and providing feedback to employees about performance issues.
- Incumbent possesses ability to identify and recommend continuous improvements to internal policies and procedures.
- Must be able to research, understand and verbalize complex issues and be able to make presentations to brief the Director, Members, Committees, House Officers and supporting agencies.
