Requirements:
Candidates should possess an in-depth professional working knowledge of, and experience with, all aspects of current procurement concepts. Knowledge of contract types, methods and techniques, as well as contract administration and termination methods. Knowledge and experience with source selection techniques sufficient to conduct a selection; analytical skill and ability to review and evaluate contractor proposals; ability and sound judgment in the establishment and utilization of negotiation objectives. Excellent written and verbal communication skills; preferred familiarity with the Federal Acquisition Regulations and knowledge of state-of-the-art management principles and practices; undergraduate degree and/or specialized training or experience in the procurement field. Completion of all mandatory training prescribed by the head of the agency for progression to HS-10 (GS-13 for Executive Branch applicants) or higher level contracting positions, including at least 4-years experience in contracting or related positions. At least 1 year of that experience must have been specialized experience at or equivalent to work at the next lower level of the position. A 4-year course of study leading to a bachelor's degree, that included or was supplemented by at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management. The position is not eligible for telecommuting.
